Business Meeting: Discussed monthly expenditures.
Regular Board Meeting called to order by Chairman Dan Banaszak at 7:00 pm, present were Chairman Banaszak, Supervisor Tarmann, Clerk/Treasurer Chaikowski and members of the public. Absent was Supervisor Mueller. Pledge of Allegiance was recited. Tarmann made a motion to approve the agenda, 2nd by Banaszak, carried. Motion by Banaszak to approve the minutes of March 7, 2017 Regular Board Meeting and Special Board Meeting March 13, 2017, 2nd by Tarmann, carried. Clerk/Treasurer Chaikowski reported the checking account had a balance of $398,783.61. Checks issued were #21204-21271 for $53,537.65 and electronic debits of $2,423.24. Tarmann made a motion to approve the financial report, 2nd by Banaszak, and carried.
Public comment - Ken Marcusen stated the ordinance #60-10 paragraph #2 stated reconstruction of a town road needed to be surveyed.
There was no Planning Commission report and no Land surveys to review.
Motion by Banaszak to approve Operator’s Licenses for Hannah McVane for The Hawk, 2nd by Tarmann, carried. She had completed the Beverage Server requirement.
Bids for the Ferndale Road Projects TRID & TRIP were opened and would be awarded at the April 20, 2017 Special Board meeting after review of the opened bids. Bids were received from:
Scott Construction, Jackie Foster, N.E. Asphalt, Peters Concrete and Scott Anderson Construction. See attached bid sheets compilation.
Cyndy Porth gave a report on the recycling center with discussion of looking into Eagle Waste & Recycling as a single stream waste provider, and was encouraged to review their website.
Jane Meissner, Building Inspector reported on the WI Administrative Code SPS 327.06(1)(b) pertaining to camping units specifically those units smaller than 400 square feet of living space on licensed camp grounds to be inspected by licensed building inspectors. Determination by the town board to enforce the code or not to enforce would be determined at a later meeting but before May 7, 2017.
Motion by Tarmann to belong the WI Town Association for 2017 with dues of $805.04, 2nd by Banaszak, and carried.
No motion on the duplicate tax for Jeff Elliot property.
Chairman Banaszak informed the board that the Town of Stephenson board approved sand and salt storage for the Town of Lake for the 2017-2018 winter season.
Clerk Chaikowski advised the board to make a 50% draw of the full loan from Board of Commissioners of Public Lands to be able to make disbursements for the beginning of the Public Works building.
Brian Winchell reported the Ferndale bridge inspection was completed and half of the cost should be billed to the Town of Grover for their share of the bridge.
