May 2, 2017 6:30 pm Town Business Meeting
And 7:00 pm Regular Town Board Meeting
Business Meeting: The Business Meeting was called to order at 6:31 p.m. The Board discussed monthly expenditures and revenues. A motion to adjourn by Mueller, seconded by Sotka at 6:37 p.m.
1. Pledge of Allegiance was recited.
2. Regular Board Meeting called to order by Chairman Dan Banaszak at 7:00 pm, present was Chairman Banaszak, Clerk/Treasurer Tarmann, Supervisor Sotka, Supervisor Mueller, Deputy Clerk Chaikowsk and members of the public...
3. Mueller made a motion to approve the agenda, 2nd by Sotka, carried.
4. Motion by Mueller to approve the minutes of April 11, 2017, Regular Board Meeting and Special Board Meetings April 18, 2017 and April 20, 2017, 2nd by Sotka and carried.
5. Clerk/Treasurer Tarmann reported the checking account had a balance of $392,677.93. Checks issued were #21276-21315 for $16,279.64 and electronic debits of $1,834.20. Mueller made a motion to approve the financial report, 2nd by Sotka, and carried.
6. Public comment - Ken Marcusen made comments on several issues concerning public works, closed session meeting and road weight restrictions.
7. There was no Planning Commission report.
8. There were no Land surveys to review.
9. There were no Business Licenses and Liquor Operator licenses to approve.
10. Ken Marcusen expressed concern that the Ordinance 60.10 was not being followed in regards to road construction. The Ferndale Road Projects had not been surveyed, a possible issue could arise to land owners lines and right of ways including imminent domain. He also felt the 10 ton road ban could be a higher limit. Chairman Banaszak stated that in speaking with the Coleman Engineering about the fact the town was using the same footprint of the existing roadway there was not a need to have a survey. The bids stated road repair not road construction.
11. Chairman Banazsak requested the board to consider garbage pickup on the private roads of Aspen, Conant, Evan and Serenity. He had contacted JNS and was told for an additional $50 per month if the home owners would place their garbage at the end of their driveways, they would be included in the regular garbage collection. A motion by Mueller, seconded by Sotka and carried.
12. A nuisance complaint concerning fences and cattle was brought to the board’s attention.
13. Clerk Tarmann requested a second bank of depository be approved at Nicolet National Bank. A motion to approve Nicolet was made by Sotka, seconded by Mueller and carried.
14. Nature Edge, Building Inspector Jane Meissner supplied a contract to the board for the dates of July 1, 2017 through December 31, 2018. A motion to approve by Sotka, seconded by Mueller and carried.
15. The Near North Municipal committee recommended that the Village of Wausaukee be added as a member to the Near North Municipal Court agreement. A motion to approve by Sotka, seconded by Mueller. Discussion by Mueller was a concern on costs of the judge, and at renewal the board should review this item. Motion carried.
16. A cell phone for the Clerk was requested by Chairman Banaszak for business of the Town. The cost would be added to the existing account for the wireless router. A motion to approve by Sotka, seconded by Banaszak, Mueller voted no. Motion carried.
17. An amendment including the SPS 327 Camping Unit for local control by Town of Lake for inspections be added to the Mobile Home Ordinance #15-4-2(a) for Board approval. A motion by Mueller, seconded by Sotka and carried.
18. The Board was requested to hold a Special Meeting to adjourn Board of Review to a later date on May 25, 2017. A motion by Mueller, seconded by Sotka and carried.
19. Fire Department reported included a sound system for presentations and training was installed, along with any information on calls and assistance.
20. Road Report by Brian Winchell included road repairs, equipment repairs and request to the Board to investigate road visibility obstruction by trees and /or stop sign placement on Right of Way Road.
21. Correspondence: There was a request by the Crivitz Business and Recreation Association to list any upcoming events on their site. Those interested organizations should contact Linda Tarmann, Clerk.
22. A motion to adjourn by Sotka, seconded by Mueller, carried. Meeting adjourned at 8:25 p.m.
