Tuesday, July 11, 2017 6:30 p.m. Town Board Business Meeting

And 7:00 p.m. Regular Town Board Meeting

Business Meeting: The Town Board Business Meeting was called to order at 6:35p.m. Present was Chairperson Banaszak, Supervisor #1 Sotka, Supervisor #2 Mueller, Clerk/Treasurer Tarmann and members of the public. The Board discussed monthly expenditures and revenues. A motion to adjourn was made by Mueller, seconded by Sotka at 6:45 p.m.

1. Pledge of Allegiance was recited.

2. Regular Town Board Meeting was called to order Chairman Dan Banaszak at 7:00 p.m., present was Chairman Banaszak, Clerk/Treasurer Tarmann, Supervisor Sotka, Supervisor Mueller, Deputy Clerk Chaikowski and members of the public.

3. Approval of agenda. Motion by Mueller to approve the agenda, seconded by Sotka and carried.

4. Approval of meeting minutes from June 6, 2017 Regular Town Board Meeting, Special Town Board Meeting June 12, 2017 Personnel, June 23, 2017 Resignation Public Works employee and Special Town Board Meeting June 26, 2017 Recycling Coalition informational meeting. Motion to approve the minutes by Mueller, seconded by Sotka and carried.

5. Approval of Treasurer’s report. Clerk/Treasurer Tarmann reported the checking account had a balance of $562,783.52. Checks issued were #21365-21430 for $43,070.99, and electronic fund transfers for taxes and retirement benefits of $5,101.66. Motion by Mueller to approve the Treasurer’s financial report, seconded by Sotka and carried.

6. Public comment. There was no public comment.

7. Northwood’s Recycling Coalition update. Cindy Porth reported on the meeting of June 26, 2017. Jeff Lieuwen, Chairperson of the Northwood’s Recycling Coalition was in favor of Advance Disposal for a quote of the recycling for single stream. Another meeting is scheduled for July 17th or 24th for more information at the Stephenson Town Hall.

8. Mohawk Resort update. Dan Banaszak reported he met with the owners of the houses and Mohawk Resort, there were improvements made to the roads with limestone, and an attempt at improving access, but no signage. They are applying to the county for road signs. They also need to get a number and post each trailer.

9. Planning Commission Report. There was no planning commission report. Boat Landing Road and Evan Lane fire number requests, will be requesting a driveway permit.

10. Review & approval of Land Surveys. No land surveys for approval were submitted.

11. Review & Approval of Business Licensing (Liquor & Operators). Application for Operator License for Robert Zorn, and a renewal of Alcohol Beverage License application Beechwood Golf Course, owner Lori Zorn. Motion to approve operator license for Robert Zorn and beverage license for Beechwood Gold Course, seconded by Sotka and carried.

12. Propane contract pricing. Motion to approve propane contract with Country Visions for $1.00 for the 2017-18 heating season with signed contract. They will also provide a new tank for the new Public Works building for $10. They will also supply the regulator for the tank. Motion by Dan Banaszak, seconded by Travis Mueller to stay with Country Visions as the Town of Lake propane and diesel fuel provider, and carried.

13. Job Description update. Motion by Dan Banaszak, seconded by Travis Mueller and carried.

14. Employee Handbook update. The Board would look into a short term disability plan through a provider. Also, the Board amended Item #10. The Board would try to find a health insurance carrier to cover a new employee. Motion made to eliminate item 10 A-F from the handbook by Travis Mueller, seconded by Cory Sotka and carried. A motion to add 24 hours of personal leave to the handbook as Item #10 and can be used hourly non-accumulating time, can be carried over to March of the following year and then it expires by Cory Sotka, and seconded by Travis Mueller and carried.

15. Ferndale Road project update and Public Works building update: Road project has not started yet. Public Works building has started with the foundation and insulating. There are a few change orders an order has been made for the catch basin. A change order also made for granular sand because of the soil being too wet. With the changes made to the original contract for the roof insulation change and have a wood railing the mezzanine, we are at $347,000.00.

16. Fire Dept. Report. Dan Kowalski gave a fire dept. repot for a boat fire, garage fire and lift/assist. DOT inspections were completed. A Safety class will be requested for all the fire department which is an OSHA requirement.

17. Road Report. Dan Banaszak gave the road report. Fire numbers were installed and potholes were filled. Grave and 15 loads of gravel for Hilldale Road, Hardwood Road and Riverview Road. The cost for gravel for $250 and $95 per hour for the grader rent will be close to$5,000.

18. Correspondence.

Common Ground has terminated group coverage. A letter from Attorney Coggins on Public Works employee termination and payout of sick leave was sent. Chairperson Banaszak would send a letter from the Town Board to Brian Winchell concerning the location of the old public works computer.

19. Adjourn. A motion to adjourn at 8:43 p.m. by Travis Mueller, seconded by Cory Sotka and carried.
