Business Meeting: The Town Board Business meeting was called to order at 6:30 pm. Present was Dan Banaszak, Chairperson, Cory Sotka, Supervisor #1, Linda Tarmann, Clerk/Treasurer, and members of the public. Absent was Travis Mueller, Supervisor #2. The Board discussed monthly expenditures and revenues. A motion to accept Finance Report as given by Tarmann by Banaszak, seconded by Sotka and carried. Adjourn at 6:41 pm.
7:00 p.m. Regular Town Board Meeting Agenda
- The pledge of Allegiance was recited.
- The Regular Town Board Meeting was called to order at7:00 pm. present Dan Banaszak, Cory Sotka, Linda Tarmann, Penny Chaikowski and members of the public. Travis Mueller was absent.
- A motion to approve to move Item #10 to Item#11 and move Item# 10 to item #11 by Sotka, seconded by Banaszak and carried.
- A motion to approve the meeting minutes of August 1, 2017 Regular Town Board Meeting and Special Town Board Meeting August 21, 2017 was cancelled due to no meeting at the Town of Stephenson by Banaszak, seconded by Sotka and carried.
- A motion to approve the Treasurer’s Financial Report as given by Tarmann by Sotka, seconded by Banaszak, and carried.
- Public Comment. No public comments.
- Planning Commission Report. Cory Sotka brought forward a survey map that did not have problems
- Review & approval of Land Surveys. A motion to approve the Certified Survey May for Swale by Banaszak seconded Sotka and carried.
- Review & Approval of Business Licensing (Liquor & Operators) A motion to approve Brittany Rhode and Kati Lynn Rhode for operator license for Loopy’s Bar and Grill by Sotka, seconded by Banaszak and carried.
- Northwood’s Recycling Coalition update. Jeff Lieuwen was unable to attend. The Coalition is going to move forward with the single stream re-cycling. The Town of Lake is able to join their coalition if they so desire. Next meeting will be 09/18/2017 at 6:00pm.
- Update Mohawk Resort- Numbers for the trailers in black & white lettering, roads were improved but they still need more poles to raise the electrical. Timberline is waiting for road name approvals. Kahles trailer park has numbers. Ryan Raatz, assessor explained the changes to the tax assessment for lots #1-#36 that don’t qualify as a mobile home park. For this assessment season these lots will be issued the tax bills for lots #1-36 instead through Marinette County instead of Mohawk Resort receiving the money. The tax bills are as personal property. The northern condo lots will remain under the ordinance.
- New Garbage Pickup Dates November, 2017 through April 3, 2018. The every other week garbage pickup will start November 3, 2017 and continue through April, 2018. The dates will be on the Town of Lake website and there will copies available at the Town Hall.
- Marinette County Tax Collection Contract. A motion to contract with Marinette County for the 2017-18 taxes to collect property and personal tax at $.85 per parcel and a $250 administrative fee by Sotka, seconded by Banaszak, and carried.
- Crivitz Rescue Squad Contract. A motion to contract with Crivitz Rescue Squad for the 2018 year for rescue squad services for the amount of $2,361 by Sotka seconded by Banaszak and carried.
- Short Term Cash Flow Note. The Clerk/Treasurer asked the Town Board for permission to get a cash flow note to carry the Town through to January, 2018 when we receive our first tax collection.
A motion by Sotka to borrow but not to exceed $150,000 for short term cash flow from one of our local banks from September 6, 2017 through January 31, 2018, seconded by Banaszak and carried.
- Part-time employee snowplow driver. Banaszak and Sotka said they would bring a list of names of occasional help for snowplowing for the winter season for the October Regular Board meeting.
- Wedging on Birchwood Road. If the budget allows, Birchwood should have wedging for the snow plowing season not to exceed $10,000. A motion by Sotka and seconded by Banaszak. Next year projects will include Tipperary Lane, Oak Lane, and Birchwood and School Forest roads.
- Defibrillator purchase for Town Hall use. Craig Caylor, Fire Chief was asked to get pricing for a defibrillator for use in the Town Hall. He had a price of $1,100 for a refurbished model with a new battery and case with a 3 year warranty. A new model would cost $2,900 with a 6 year warranty.
A motion was made to purchase a new defibrillator for the price of $2,900 for placement in the Town Hall for public access. Motion by Banaszak seconded by Sotka and carried. An add to ask for donations for accepting contributions for the purchase of a new defibrillator, those persons interested in donating can contact the clerk at the Town of Lake.
- Public Works Building project update. Dan Banaszak gave report on some adjustments to the sheet metal inside wall. The jib Crane is installed, insulation and walls are complete and the well is at 140 feet for 30 gallons per minute. An adjustment to parking lot was needed for the correct height. Motion to ask the engineers for an emergency shower to be installed in the public works building by Sotka, seconded by Banaszak and carried.
- Fire Dept. Report. Fire Chief Caylor reported the upcoming Fire Dept breakfast fund raiser. Funds will be earmarked for a specific use. Fire hose testing is also coming.
- Road Report & Ferndale Road project update. Public Works employee, Rick Olive, gave the road report which included repairs to the chipper, road signs fixed on several roads. Removal of downed trees, grading of roads, removed old culverts that went for recycle. There were repairs to the trucks to get ready for the winter plowing season. If possible brushing roadsides will be continued throughout the winter. Ferndale Road project will have additional gravel on for low lying areas. There was dig out that included old logs. Approximate time for paving will be Sept. 11, and at the end of September it should be finished.
- Correspondence. Penny Chaikowski, Marinette County Board representative stated ATV ordinance will include county roads west of Crivitz, but must go through an approval process with restrictions before it will be approved. She also told the Board that most of the business of the County Board is handled through the committees.
Dan Banaszak received a letter from Marinette County Elderly services is asking for a donation of $1,000 to offset program costs.
A letter from Rich Wade, Chairman of Middle Inlet, is asking for a meeting with the existing townships concerning the Municipal Court. A letter from the State of WI which states the individual municipalities can’t leave the Municipal Court until the Judge’s term is up for election.
A motion to adjourn at 8:46 pm by Cory Sotka seconded by Dan Banaszak and carried.
