Pledge of Allegiance

  1. Call to      order.7:06 p.m.

Present was Banaszak, Mueller, Sotka, Tarmann, Chaikowski and members of the public.

  1. Approval      of agenda.

A motion was made to approve the agenda by Mueller, seconded Sotka and carried.

  1. Approval of      meeting minutes from September 4, 2018 Regular Town Board Meeting,      September 18, 2018

Special Town Board Meeting and September 26, 2018 Board of Review.

A motion was to approve the minutes for September 4, 2018 Regular Town Board Meeting, September 18, 2018 Special Town Board Meeting and September 26, 2018 Board of Review by Sotka, seconded by Mueller and carried.

  1. Approval      of Treasurer’s financial report and vouchers

A motion to accept the treasurer’s report by Mueller seconded by Sotka and carried.

  1. Variance      request for Arthur and Jill Dexter for double wide trailer

Arthur and Jill Dexter of 7900 Noquebay Road, Lot #23, Crivitz, WI 54114, brought to the Town Board an inspection report of the proposed double wide unit replacing an older trailer that will be removed from the sight of the Town of Lake. Larry Wall, an independent building inspector, gave an inspection report of the replacement unit. Any repairs will be made once the Town Board approves the variance.

A motion to accept the variance for Arthur and Jill Dexter to go forward with getting the proper permits, inspections and hook ups by Sotka, seconded by Mueller and carried.

  1. Planning      Commission Report  

Sotka reported there will be a meeting with a surveyor and the land owner to get clarification on a proposed division of property on the northeast side of Lake Noquebay. A meeting will be scheduled for a later date and then bring it to the Town Board at the November 8, 2018 Regular Town Board meeting.

  1. Review      & approval of Land Surveys none
  1. Review      & Approval of Business Licensing (Liquor & Operators)

A motion to accept the Operator Licenses for Samantha Schwartz and Stacey Russ for Backwater Bar & Grill by Mueller seconded by Sotka and carried.

  1. Fire      Dept Report

Fire Chief Caylor reported that fire department would like to reinstate the Length of Service Award, (LOSA) to retain fire department members. He also stated that we will know after all the paperwork was submitted with ISO to qualify for a better insurance rating for the Town of Lake. Caylor reported that truck 710 will be going for repairs. One new member will added to the fire department roster and an application was submitted to the Board to approve at the November 8, 2018 Regular Town Board Meeting.

  1. Public      Works Road Report

Rick Olive reported repairs to roadways and driveway ends. They also removed the insulation from the old Public Works building. The Town of Lake is now incompliance for use of the old building as a sand/salt storage building for the winter season. They installed signs, removed debris after the last rain/wind storm. Rick also winterized equipment from summer use.

  1. Resolution      to Borrow from BCPL for Service Vehicle

A motion was made for the loan by Sotka, seconded by Mueller and carried. (See attached resolution)

  1. R&R      Assessor 3 year Contract

A motion was made to accept the three year contract from January 1, 2019 through December 31, 2021 with R&R Assessing contract, seconded by Mueller and carried.

  1. Close      3 separate account and transfer funds to LGIP savings account

The clerk stated the Town Board should close 3 individual accounts, Nicolet Bank, the Fire Dept savings account at F&M Bank, and the Hall Savings F&M savings account and will transfer those funds to the LGIP Savings account into the two separate sub accounts designated for the general savings account, the fire department savings account and the road construction savings account.

  1. Set the      Date for Budget Workshop Meeting October

A date for the Town Board Budget Workshop will be on October 15, 2018 at 6:30 p.m.

  1. Discuss      and change meeting date for November Regular Board Meeting

The meeting date for the regular Town Board Meeting for Thursday November 8, 2018 for 7:00 p.m.

  1. Set      Date for Public Budget Hearing and Special Town Meeting of Electors and      Special Town Board Meeting for November 13, 2018 at 7:00p.m.
  1. Discuss      and change meeting date for December Regular Board Meeting.

The meeting date for the Regular Town Board meeting will be Tuesday December 4, 2018.

Supervisor Chaikowski reported that Hwy G will be the county road project for 2019

Tarmann suggested that we don’t need to have additional treasurer bonding from the Horton Insurance group because we have an ordinance that doesn’t require an additional treasurer’s bond.
