6:30 p.m. Finance Town Board Meeting to review financial reports

And Safety Meeting

           The Finance meeting was at 6:30 p.m. reporting on the finance reports for October 2, 2019 through November 5, 2019.

7:00 p.m. Regular Town Board Meeting Agenda

Pledge of Allegiance

  1. Call to order.

The meeting was called to order at 6:58 p.m. Present was Banaszak, Sotka, Tarmann and members of the public. Absent was Mueller.

  1. Approval of agenda.

A motion to approve the agenda was made by Sotka, seconded by Banaszak and carried.

  1. Approval of meeting minutes from October 1, 2019 Regular Town Board Meeting,

A motion to approve the minutes from the October 1, 2019 Regular Town Board Meeting was made by Sotka, seconded by Banaszak and carried.

  1. Approval of Treasurer’s financial report and vouchers

A motion to approve Vouchers #22876-22922 for $44,600.32, EFTs for $52,811.53and Deposits of $51,035.68 was made by Sotka, seconded by Banaszak and carried.

  1. Approve grant for Election computer

The State of WI has grant money for replacement/or upgrade to the election computer equipment. We would like to apply for the grant for upgrades to the computer equipment that is used for elections. A motion was made to apply for the computer grant for a new computer by Sotka, seconded by Banaszak and carried.

  1. PlanningCommission Report  

There was nothing to report.

  1. Review & approval of Land Surveys

There were no surveys to approve.

  1. Review & Approval of Business Licensing (Liquor & Operators)

A motion to approve an operator license for Brandon Cinquepalmi for Timberline Resort by Banaszak seconded by Sotka and carried.

  1. Fire Dept Report

Craig Caylor, Fire Chief gave the report which included the Breakfast as their fund raiser.

  1. Approve Fire Dept List of Personnel

A motion was to approve the updated list of the Town of Lake Volunteer Fire Department with a deletion of Mark Van Der Zee by Sotka, seconded by Banaszak and carried.

  1. MTI-Gas detector for Fire Department

A representative from MTI came and looked at the Fire Department for an air handling unit with a sensor system. When the trucks are started, the sensors will turn on to remove out the exhaust from the fire trucks. It would include an update to the public hall air handling. An estimate of $17,000 to install a new system. A motion was made to have MTI install the air filtering system by Sotka, seconded by Banaszak and carried.

  1. Roof updates and estimates

Banaszak reported on the condition of the roofs for both the Fire Department and the Public Hall roof. Mueller was going to get an estimated for both steel and shingles. Sotka stated he would help get some estimates also.

  1. Public Works Report

Jeremy Gross gave the Public Works which included getting ready for the winter season, road repair, cleaned the equipment and the shop. The loader was repaired and returned. The IH Plow truck went for a total overhaul for approximately $ 26, 000 and should be returned this coming week. The sand and salt will be mixed and ready.

  1. Safety meeting discussion

The Safety sheets will be on the Dump Trucks for the Fire Dept and the Public Works.

  1. Approve List of Part-time Plow Truck Drivers

A motion to approve Alan Johnson and Jason Swick as Part-time Snow Plow drivers for the Town of Lake by Sotka, seconded by Banaszak and carried.

  1. 2020 Road Projects Information

Banaszak gave a report of the roads that need to worked on for the 2020 road construction year. The roads include Hardwood, North Spur, Loomis Road, north Loomis Road, Hilldale south of Mudbrook and a stretch on Riverview. It would include gravel, chip sealing and any other needs from the winter.

  1. Approve grants for TRIP, TRID and MLS

The Town is applying for the TRIP for $26,000 for the paving of Loomis Road for 2020. The Town is applying for the TRID grant for Wee Lane to Spur Road of approximately $446,000 for 2021. The Town is also applying for MLS grant through the state which would 90%/10% funding which would have to be used in 6 years. It would be applied to Riverview Road between Cty P and Cty W. The road is five miles and the economic impact includes a sawmill, a quarry, a garden shop and we would include a bicycle lane which would be approximately $767,000. A second request for the MLS grant would be Right of Way Road or Penske Road which would be improvement to Rustic Roads. A motion was made by Sotka to submit for the grants, seconded by Banaszak and carried.

  1. Correspondence

A reminder that the Budget Hearing meeting is November 12, 2019 which included the approval of the levy and road construction for 2020.

  1. Public Comment

Ken Marcussen wanted to thank the members of the Fire Dept and the Town for updating the air handler for the fire department and the public hall.
