Pledge of Allegiance

  1. Call to order.

The meeting was called to order at 7:00 p.m. by Banaszak. Present was Banaszak, Mueller, Sotka, Tarmann, Chaikowski and members of the public.

  1. Approval  of agenda.

A motion was made to approve the agenda by Mueller, seconded by Sotka and carried.

  1. Approval of meeting minutes from November 5, 2019 Regular Town Board Meeting and November 12, 2019 Public Budget Hearing, November 12, 2019 Special Meeting of the Electors, and November 12, 2019 Special Town Board Meeting Budget Adoption .

A motion to approve the minutes from November 5, 2019 Regular Town Board Meeting and November 12, 2019 Public Budget Hearing, November 12, 2019 Special Meeting of the Electors, and November 12, 2019 Special Town Board Meeting Budget Adoption by Mueller, seconded by Sotka and carried.

  1. Approval of Treasurer’s financial report and vouchers

A motion to approve the financial report with vouchers #22923-22982 for $31,851.58,deposits of $73401.01, and ETFs of $51809.31 by Sotka, seconded by Mueller and carried.

  1. Grant for Election Security Sub-grant

The Election Security Sub-grant was awarded to the Town of Lake for $1,200 to be used for a computer, technical services and training for the 2020 elections.

  1. Approve list of Election Officials

A motion to approve the list of Election Officials for 2020-2021 was made by Mueller, seconded by Sotka and carried.

  1. WTA Membership 2020

A motion was made to approve the membership of the Town Advocacy Council for $294.00 by Mueller, seconded by Sotka and carried

  1. Safety meeting discussion
  2. Approve Birchwood road annexation

A motion to approve the easement of 65.28 feet long by 14 feet wide at the end of the Birchwood road property, the Town of Lake would not be responsible to maintain the property, snowplowing or grading only to allow the ingress/egress without taxes being by Mueller, seconded by Sotka and carried.

  1. Planning Commission Report  

Nothing to report.

  1. Review & approval of Land Surveys

None to report.

  1. Review & Approval of Business Licensing (Liquor & Operators)

None to report.

  1. Fire Dept Report

Dave Schwartz, Fire Dept Treasurer gave a report to the Town of Lake for calls that were assisted, plans to work on the exhaust system, and trying to join LOSA. Would like to apply for grant availble

  1. MTI-Gas detector for Fire Department

The MTI gas detector project is currently in progress.

  1. Roof updates and estimates

Mueller received an estimate from Bontrager Carpentry to replace the roof with steel roofing including labor for $21,680. There was discussion about finding out more about other options for the roof, and there be more discussion at the January 14, 2020 regular Town Board Meeting.

  1. Public Works Report

Jeremy Gross gave a report on the Public Works department including road work, maintenance and snowplowing. The #2 plow truck being rebuilt is in good running condition.

  1. Rental cost for loader

Bucky Zorn let the Town use his loader while our loader was being repaired. A suggestion was made to pay him $600 for the use of his equipment.

  1. MLS Grant estimated road cost and engineering

The Town has submitted 2 proposals to the DOT for MLS grants. Proposal #1 is for Riverview Road for $2,420,350. Proposal #2 is for Loomis Road for $822,620. The original funding is for 90%state/10% local, and maybe offered a lesser percentage of funding.

  1. Change January 7, 2020 meeting date to January 14, 2020

A motion to change the January 7 meeting date to January 14 by Sotka, seconded by Mueller and carried.

  1. Correspondence

We received a new Blue from Jeff Mursau’s office which has lots of information. County Representative Penny Chaikowski was present with information from the County on PFAS contamination, to tourism and that she will be running again as our County Representative in 2020.

  1. Public Comment Miles Kressl had a comment on the delapidated buildings and was happy with the ones that razed. He recommended that the Town start a committee to review the deserted buildings and to put it on the agenda for the January 14, 2020 meeting. Tony Moriva brought to the Town’s attention the many issues with the power outage from the Monday, Dec.2, 2019 snowstorm.
  2. Closed session: Pursuant to Wis. Stats. 19.85 (1)(a) Personnel. The Board may reconvene to open session to take any action.

A motion to go to closed session at 8:14 p.m. was made by B, seconded by M and carried.

Roll call vote: Banaszak- yes, Mueller- yes, Sotka-yes Tarmann-yes and Jeremy Gross was present for the session.

  1. Motion to reconvene by Mueller, seconded by Sotka at 8:33 p.m. and carried. No action taken with the recommendation to call the WTA.
