Pledge of Allegiance
- Call to order.
The meeting was called to order at 7:00 p.m. by Chairman Banaszak. Present was Banaszak, Mueller, Sotka, Tarmann and members of the public.
- Approval of agenda.
A motion to approve the agenda was made by Mueller, seconded by Sotka and carried.
- Approval of meeting minutes from December 3, 2019 Regular Town Board Meeting
A motion to approve the minutes from the December 3, 2019 Regular Town Board meeting by Sotka, seconded by Mueller and carried.
- Approval of Treasurer’s financial report and vouchers
A motion to approve the Treasurer’s financial report with Vouchers #22923-23079 for $562,190.86, EFT for $2,062.99 and Deposits for $672,906.83 by Mueller, seconded by Sotka and carried.
- Approval of renewal of Rural Insurance for workers compensation and all other insurance February 1, 2020
A motion to approve the Rural Insurance renewal for all insurances including workers compensation for $17,101.00 was made by Sotka, seconded by Mueller and carried.
- Approve list of Election Officials
A motion to approve additional Election Officials for 2020-2021 to include Ashley Schwartz, Jill Walters, Teresa Welty and Stacey Wilson was made by Mueller, seconded by Sotka and carried
- Resolution to allow Clerk to register voters on Election Day
A motion was made by Sotka by resolution to allow the clerk/treasurer register voters for the 2020 year.
- Safety meeting discussion
The Fire Dept reviewed the Safety Material on extension cords.
- Planning Commission Report
Nothing to report
- Review & approval of Land Surveys
Nothing to approve
- Review & Approval of Business Licensing (Liquor & Operators)

- Fire Dept Report
Fire Chief Caylor reported the air handling system is installed and working in the fire department. There is still work to be done for the completion on the hall side. A new Assistant Fire Chief was appointed at the last meeting. Kevin Gilbert will be the new assistant fire chief. February 15, 2020 will be the appreciation dinner.
- MTI-Gas detector for Fire Department update
The MTI company sent a bill for $9,648.00 for the equipment. The balance of the system will be invoiced after completion.
- Roof updates and estimates
Travis Mueller brought in the estimate for a steel roof. To do the entire roof the estimate was $21,680 including all necessary additions. A motion to approve the estimate for the entire roof was made by Sotka, seconded by Mueller and carried.
- Update lighting and insulation for Town Hall Building
Banaszak suggested to the Town Board to update the lighting to LED lights to include the fire station and the hall. Travis Mueller said he would check into the costs for replacement and savings. A recommendation to measure the insulation for the ceiling and Dan Banaszak said he would have someone give a recommendation on the cost to increase the insulation.
- Handbook revision
A motion was made by Sotka to approve 7C Banked hours for the Employee Handbook be added to the Employee Handbook, seconded by Mueller and carried. (see the attached revision)
- Snow plowing onto Town right of ways
Banaszak brought to the attention of the Town Board that home owners are plowing snow into the ditches. If an accident happens the homeowner is responsible for debris in the roadway and right of way. Dan will write a letter and have the attorney review it.
- Public Works Report
Dan Banaszak gave the report for Public Works department. Mr. Gross has been doing maintenance on the trucks, snow plowing, and replacing two mail boxes. The generator was repaired and is running on a schedule with a log.
- Dilapidated Building Committee
Nothing to report
- Barking dog Ordinance
There is an owner on Birchwood Road with barking dogs. Complaints have been filed, and Attorney Coggins has sent a letter in reference to the Town Ordinance. The Sherriff’s department has met with the owner concerning the situation. A recommendation was made to contact the Municipal Judge for help in the matter of a citation for dogs barking, unlicensed dogs and vaccinations.
