  1. Call to order.

The meeting was called to order at 7:00 p.m.by Banaszak.

  1. Approval of agenda.

A motion to approve the agenda was made by Sotka, seconded by Banaszak and carried.

  1. Approval of meeting minutes from January 5, 2021 Regular Town Board Meeting

A motion to approve the minutes from January 5, 2021 Regular Town Board Meeting was made by Sotka, seconded by Banaszak and carried

  1. Debt Service payment approval

A motion to approve the Debt Service payment for $81,499.99 check #23773 for February 15, 2021 for March 1, 2021 was made by Sotka, seconded by Banaszak and carried.

  1. Motion to approve the Resolution to Refinance existing debt

A motion to approve the refinancing through the Board of Commissioners of Public Lands for Resolutions 02-01-2021 for the Public Works Building for $255,363.13and Resolution 02-02-2021 for the Public Works Service Vehicle for $33,322.99 for 5 years as annual payments with an interest rate of 2.5% was made by Supervisor #1 Sotka, seconded by Chairman Banaszak, with Supervisor #2 Mueller absent and carried.

  1. Approval of Treasurer’s financial report and vouchers

A motion to approve the Treasurer’s financial report for Vouchers #23719-23773 for $1.707.479.69, Deposits for $1,688,840.03 to F&M Bank, Deposits for $1,400,000.00 to LGIP and EFTs for $3,454.20 was made by Sotka, seconded by Banaszak and carried.

  1. Motion to approve additional insurance coverage from Rural Insurance for 2021-2022

A motion to approve the additional cyber coverage through Rural Insurance from $10,000 to $50,000 for $89 by Sotka, seconded by Banaszak and carried.

  1. Motion to approve the Clerk/Treasurer to do new registrations for elections

A motion was made by Banaszak to approve 3 elections, seconded by Sotka and carried

  1. Approve Election Officials for 2020-2021 election years
  2. A motion was made by Banaszak to approve 3 elections, seconded by Sotka and carried

A motion to approve Mary Berger, Sherley Hendricks and Bridgett Nelson as Election Officials for 20201 was made by Sotka, seconded by Banaszak and carried.

  1. Review & Approval of Business Licensing (Liquor & Operators) - none
  2. One day liquor license for Ted Klaver for Fish-O-Rama

A motion to approve a one-day beer license for Ted Klaver for the Fish-O-Rama for February 28, 2021 was made by Sotka, seconded by Banaszak and carried.

  1. Planning Commission Report

Nothing to report.

  1. Motion to approve Certified Survey Maps

None to approve.

  1. Update on Fire Dept Tanker Truck

Fire Chief Caylor said the Town would not get the tanker truck until March due to a delay in construction of the new fire tanker truck.

  1. Fire Dept Report

Fire Chief Caylor said they would be put out a request for bids for the sale #730 tanker that will be replaced in March. The tanker will be checked over before it is put on bids. A DNR grant was received to replace the foam that is safe for use for fires. There might be a need to change the batteries for #710 fire truck.

  1. Review and address 2-way stop on Pioneer Road

Pioneer road and Right of way Road was brought to the Town Board for review of the stop signs. Lyle Cherry made the comment that drivers don’t stop for the signs on Right of Way Road. A suggestion was to put a sign stating through traffic does not stop. Another suggestion was putting rumble strips on Right of Way Road to notify drivers of the stop sign. The Board will get more information from Marinette County on the best type of signage for more awareness of the stop ahead.

  1. Community Code Service Ordinance – Noise Ordinance

Banaszak stated the Town of Lake doesn’t have a Noise Ordinance in the current set of ordinances. We requested some samples of Noise Ordinances to review and approve to add to the Town’s ordinances.

A motion to approve Noise Ordinance under 11-2-5 to be adopted was made by Sotka, seconded by Banaszak and carried

  1. Public Works Report

Banaszak gave the Public Works report for the maintenance of vehicles, roads plowed, salt and sanding. We also replaced the shelves in the office and the refrigerator in the kitchen.

  1. Change the date for April Regular Town Board Meeting to April 1, 2021

A motion to change the April Regular Town Board meeting from April 6, 2021 to April 1, 2021 due to the April 6, 2021 Spring Election was made by Sotka, seconded by Banaszak and carried.

  1. Public Comment

County Supervisor Chaikowski brought information on the Vaccine distribution and stated that the county will be partnering with Bellin in Marinette in making the Covid-19 Vaccine more readily available to persons requesting to be put on a list for vaccinations.

  1. Correspondence

Mohawk resort sent in a request for an older 1988 mobile home to allowed in the Mohawk Trailer Park. He was referred to the Ordinance on a variance for accepting trailers older than 10 years to be allowed to be brought into the Town of Lake, building inspection and hookups for the mobile home. Jane Meissner is working with the Town on the inspection and any necessary forms to be filed. There maybe a need for a meeting before the March Regular Town Board meeting for review and approval.
