  1. Call to order.

The meeting was called to order at 7:00 p.m. by Chairman Sotka.

  1. Approval of agenda.

A motion to approve the agenda w/o fuel bids and audit and change correspondence and public comment above #19 was made by Nelson, seconded by Hanson and carried. 3-0

  1. Audit 2020 tabled for the September Regular Town Board meeting.
  2. Approval of meeting minutes from July 6, 2021 Planning Commission Meeting and July 6, 2021 Regular Town Board Meeting

A motion to approve the July 6, 2021 Planning commission Meeting and July 6, 2021 Regular Town Board Meeting was made by Hanson, seconded by Nelson and carried. 3 -

  1. Approval of Treasurer’s financial report and vouchers

A motion to approve the Treasurer’s financial report including vouchers #24027-24075 for $36,053.12, deposits for $29,534.02 for F&M Bank, $ 233,432.04 for LGIP savings, EFT for $ 2,642.2 for F&M Bank and EFT for $ 249,000.00 for LGIP was made by Hanson, seconded by Nelson and carried. 3-0

  1. Voting machine

On July 28, 2021 the Town of Lake received the new voting machine which replaced the (2) EDGE touch screen machines. The voting machine was paid for with a grant during the 2020 fiscal year at no cost to the local tax payers. Also on July 29, 21 there was training for the Clerk and the two Chief Election officers at the Marinette County courthouse. Additional training will be available online through Command Central where the voting machine was purchased.

  1. Review & Approval of Business Licensing (Liquor & Operators)

August 21, 2021 Marinette County Canine Partners one day picnic license.

A motion was made to approve a (1) day Picnic License for Marinette County Canine Partners for a fund raiser on August 21, 2021 by Nelson, seconded by Hanson and carried. 3-0

  1. Planning Commission Report

Bob Burmek reported to Town of Lake Board concerning a property owned by the Town of Lake having yard debris into the right of way for Town of Lake Road purposes. A recommendation was made to have the land surveyed for the property lines. Gregory Whitney. Fire #N7594 owns the property next to the Town of Lake. The Town will contact a surveyor for a cost for a surveyor. The Lake Noquebay Rehab maintains the lawn area. A motion was made by Nelson to get information for the cost of a survey and any other information and put it on the agenda for the September meeting, seconded by Hanson and carried. 3-0

  1. Motion to approve Certified Survey Maps

There were no CSMs to approve.

  1. Fire Dept Report

Chief Caylor gave a report for the fire department including maintenance on the Kubota at Beaver Machine. The Breakfast fund raiser will be held on October 24 , 2021 from 7:00 a.m. to 12 p.m. It will also include a gun raffle including 2 shotguns, 2 rifles and other prizes.

  1. Public Works Report

Jeremy Gross gave the public works report including maintenance of the roads, brushing, grading, replaced 3 culverts, patched and cleaned roads after storms.

  1. Part-time employee

A motion to approve Cory Sotka as a part-time public works employee was made by Nelson, seconded by Hanson and carried. 1 abstain, 2-0

  1. Golf carts on roads information only

Chairman Sotka reported that at this time that golf carts are not allowed on roadways in the Town of Lake.

  1. Update 2021 road work

Cory Sotka stated Riverview roadwork is a little behind, gravel is currently being crushed and hauled for the roadway. The blacktopping will be done in late August. Rustic Road will be worked the week of August 23, 2021. For future bids, it would be nice to have a time frame included in the bid as a provision.

  1. Approve Fuel Bids tabled for a special meeting in August.
  2. Approve updated Employee Handbook

A motion was made to approve the updated Employee Handbook as approved from the July 6, 2021 Closed session, by Hanson, seconded by Nelson and carried.3-0

  1. Closed Session: Pursuant to Wis. Stats. 19.85 (1)(a) Personnel. The Board may reconvene to open session to take any action to approve any changes.

A motion was made by Nelson, seconded by Hanson and carried. 3-0

  1. Reconvene into open session and motion for action

A motion to reconvene into open session at 8:42 p.m. was made by Nelson, seconded by Hanson and carried. 3-0

A motion to add $.64 per hour (3% cost of living increase) to Jeremy Gross current wage effective on his anniversary date, 4 hours of personal time be added to the 24 hours, add a short-term disability plan and possibly a $50,000 life insurance plan. Information would be brought to the Town Board about the costs. Also, if the Clerk works beyond a 20-hour work week for Town of Lake Business, the Clerk would be paid at a rate of $20/hour. The motion was made by Nelson, seconded by Hanson and carried. 3-0

Ken Marcusen stated that Fernwood Road is a town road, the culvert should be inspected and the road brushed back.
