Special Town Board Meeting

  1. Call to order.

The meeting was called to order at 6:01 p.m. by Chairman Sotka.

  1. Approval of agenda

Motion to approve the agenda was made by Hanson, seconded by Nelson and carried. 3-0-0

  1. Meeting with Noquebay Resort

Amanda Popp requested that she have the option to address the Town Board to the following items:

  1. Building rentals cabins: anything I need to know/do? I already asked Cory and I think we’re good here, but just double-checking. 

Chairman Sotka stated she can’t on Denny Wendriks behalf.

  1. Getting campground licensing: I am currently working with DATCP and Marinette Co Zoning but Ryan suggested I discuss with Town as well. I have read through ordinance Title 15, Ch 4 (as well as Co. Zoning Ch. 21.09, WI ATCP 79 and WI DHS 178) and believe I can meet requirements but again, just want to go over things. 

No action until she gets a license from the State for a campground,

  1. Roads/map: I plan to have a rough draft of map to provide by meeting date. And we are working on making changes to roads. If we choose (in the future) to extend any roads through to Aspen Rd, is that an option? 

The Town Board request a road map with road names by December 1, 2022. The road access to Aspen will be dealt with in the future.

  1. Mobile Home variances: I unintentionally and regrettably missed the special meeting where this was discussed. I would like to discuss criteria for older homes to pass this variance as to not waste time and money in the future.  

The Town Board explained that variances are on a case by case request.

  1. Parking permit fees: Mobile Home Parks ordinance Sec. 15-3-3(h) says 10% of those fees are to be returned to the park owner. The Wendricks said they haven’t received this in years. Can you confirm when this payment should be expected? And why it hasn’t been issued previous years? Or proof that it has? 
  1. Docks: anything we need to address with replacing docks? I will of course be discussing with Shoreline Zoning as well. 

The Town Board stated Shoreland zoning should know the requirements for docks and replacement docks.

  1. Is there anything else that the Town has concerns with? Mr. Marcusen seemed to express that there were several concerns. And the resort has been addressed often in recent meetings. Is there anything I’m missing that the Town would like to discuss? It’s challenging to remember to check the Town’s website daily to find notice of Special meetings and I hate to miss a meeting that addresses the resort, (especially when meeting minutes aren’t posted for several weeks after). I’d rather address the issue head-on.
