1. Call to order.
The meeting was called to order at 7;05 p.m.

4. Approval of agenda.
A motion to approve the agenda was made by Nelson, seconded by Burmek and carried 3-0-0
5. Public Comment
None
6. Approval of meeting minutes from Special Town Board Meeting Nov.7, 2023, Regular Town Board Meeting Nov.7, 2023, Special Town Board Meeting Budget Hearing Nov.14, 2023, Special Town Board Meeting of Electors, Nov. 14, 2023 and Special Town Board Meeting to approve 2024 Budget.
7. A motion to approve the minutes from Special Town Board Meeting Nov.7, 2023, Regular Town Board Meeting Nov.7, 2023, Special Town Board Meeting Budget Hearing Nov.14, 2023, Special Town Board Meeting of Electors, Nov. 14, 2023 and Special Town Board Meeting to approve 2024 Budget.
was made by Burmek, seconded by Nelson and carried.
8. Approval of Treasurer’s financial report and vouchers
A motion to approve the treasurer’s report with Vouchers #25445-25487 for $21,796.12, deposits for $2,361.80, EFT transfers at F&M Bank $2,933.21, deposits at LGIP for $25,474.34 and transfer at LGIP to F&M Bank for $50,000 was made by Nelson, seconded by Burmek and carried. 3-0-0
9. Approve 2023-03 Budget Revision
Clerk Tarmann presented the 2023-03 Budget Revision with changes .A motion to approve the 2023-03 Budget Revision was made by Nelson, seconded by Burmek and carried.3-0-0
10. Approve Election Official List for 24-25 election year
A motion to approve the 2024-2025 list of Election Officials by Burmek seconded by Nelson and carried.3-0-0
11. Planning Commission Report
None
12. Approval of CSMs.
None
13. Review & Approval of Business Licensing (Liquor & Operators)
None
14. Fire Dept Report
Kevin Gilbert gave the fire dept report including elections and EV training for fire department members. A committee was organized to search for a replacement for pumper truck # 715 and used engines for replacement. He asked at what price range the Town Board would be willing to try to finance for fire dept replacement vehicles. Engine #715 would be resalable instead of refurbishing the existing truck. The recommendation was in the price range of $100,000 to 135,000 by the Town Board.

15. Public Works Report
The public works report was given by Sotka for the month of November, 2023 as per attached including road maintenance, mowing, mixing salt and sand, installing winter plowing equipment, and stored the summer equipment. Jeremy Gross asked if he could the Hunt/Stand app to his cellphone.
16. Public Access to Town Property
Sotka contacted the Town Attorney on allowing people to hunt on Town property. The Town Attorney stated that completely restricting would be hard to do and that we should contact the DNR concerning the restrictions. At this time there is not any restrictions for public access to town property.
A motion was made to allow non-motorized access, foot traffic only on town property by Burmek, seconded by Nelson and carried. 3-0-0
17. Update on Town Hall Addition and Remodeling project and Town Hall Rentals
Sotka reported that construction is progressing. A change order was made for the electrical and for the roof over both doorways
18. Review and approve Employee Handbook
A motion to table the approval of the Employee Handbook until the January 2, 2024 Regular Town Board meeting.
19. Supplies for use of FEMA shelter discussion and approval
A motion was made by Nelson for approving the supplies for improving the FEMA shelter in times of emergency including adding air conditioning, dishes for the kitchen and carts for storage, a dishwasher and carts for chairs, seconded by Burmek and carried. 3-0-0
