1. Call to order.
The meeting was called to order at 7:00 p.m. by Chairman Sotka
2. Pledge of Allegiance

4. Approval of agenda.
A motion was made by Nelson to approve the agenda, seconded by Burmek and carried. 3-0-0
5. Public Comment
None to report.
6. Approval of meeting minutes from Special Town Board Meeting April 18, 2023, Annual Meeting April 16, 2024 and Regular Town Board Meeting April 9, 2024.
7. A motion was made by Burmek to approve the minutes from Special Town Board Meeting April 18, 2023, Annual Meeting April 16, 2024 and Regular Town Board Meeting April 9, 2024 seconded by Nelson and carried. 3-0-0
8. Approval of Treasurer’s financial report and vouchers
A motion to approve the Financial Report with Vouchers #25711-25768 $33661.79, EFT at F&M Bank for $2189.60, deposits $21801.77, deposits for LGIP $110,676.18 and transfers at LGIP for $63,980.00 was made by Sotka, seconded by Nelson and carried. 3-0-0
9. Discussion of old public works property with Attorney Coggins
Attorney Coggins attended the meeting with input on the property of the old public works building and land if the Town Board were to investigate into the sale of the buildings and land. 60.10(2)(g) The Town Board would have a Special Town Meeting to ask at the Town of Lake residents for the authority to sell the property and buildings. The Town Board should also request at the Special Town Meeting for the authority to determine upon the offers received, and at the discretion of the Town Board the ability to accept and to sell the property. If granted at the Special Town meeting, a certified commercial appraisal would be done at the request the Town of Lake Board. The real estate appraisal will give the Town Board a clear picture of the value of the property The Town can review the offers to purchase the property and buildings for sale.

Ted Klaver asked if there could be a temporary lease until the property would be sold. Attorney Coggins stated that Town Board would need to talk with Rural Mutual Ins Co. for indemnity insurance purposes for the agreement. Ted Klaver, from Loopy’s would also need to contact his carrier about an indemnity policy for the use of the property.
A motion was made by Nelson to table the discussion of the Loopy’s use of the parking lot until the next meeting, seconded by Burmek and carried. 3-0-0
10. Discussion of Town of Lake pit road use
Attorney Coggins spoke to the matter of how and why the Town Board could make arrangements with private individuals wanting to have an agreement with the use of Town road by the Town gravel pit property. The Town could grant a license that included insurance and maintenance with a private A license agreement would be for a stated number of years. The Town Board can ask the WTA or have Att. Coggins write a license. The license would state who the agent is and it to be limited to the agent and his agents to do work at the property behind the Town gravel pit In retrospect, the Town Board could also like contact the adjacent property owners concerning the agreement. A motion by Sotka to have a planning commission meeting concerning this discussion and seconded by Nelson, carried.
11. Adopt amendment to create Town Clerk/Treasurer as appointed
Discussion of changing the position of Town Clerk/Town Treasurer to an appointed position
A sample ordinance to change the Clerk/Treasurer from an elected position to an appointed position was reviewed by the by the Town Board . The ordinance will be voted upon at the June 4, 2024 Town Board meeting.
12. Approve Intergovernmental Agreement for Recycling with Town of Stephenson
A motion was made to enter into the Intergovernmental agreement with the Town of Stephenson was made by Nelson, seconded by Burmek and carried. 3-0-0
13. Planning Commission Report
Nothing to report for the May 7, 2024 meeting.
Bob Burmek will set a meeting of the Planning Commission for the public works property and for the gravel road use. He will let the Town Board of the meeting date.
14. Approval of CSMs.
Nothing to report.
15. Review & Approval of Business Licensing (Liquor & Operators)
Nothing to report.
16. Fire Dept Report
Chief Caylor reported for the fire department. He will be contacting the businesses and private people to get fire works permits by June 1st for approval by the Town Board. State law mandates permits for fireworks displays. Chief Caylor stated there is a minimum age for a junior firefighter of 16, and the fire chief will get us the requirements for the junior firefighter program which has restrictions on what they can participate in an active fire call. He also spoke with the Town’s insurance agent concerning starting such a program.
17. Discussion on Fire Dept Budget and equipment compliance.
Sotka spoke with the assistant fire chief and the secretary concerning expenses for the fire department that is paid through the Town Budget. Caylor stated that they needed to replace equipment that is becoming obsolete for the fire department, including turnout gear, air canisters and other outdated gear. A fire truck needs to be replaced. The chief will be looking at used fire trucks to replace the current 1995 truck that they had earlier in the year asked for permission to replace.
A motion was made by Sotka requiring the Fire Department to develop a budget and contingency report starting for the 2025 Budget year and forward and seconded by Nelson and carried. 3-0-0
18. Public Works Report
Jeremy Gross gave the public works report for the month of April which included equipment maintenance and road work. He included a 2024 road construction update report for the Board. See attached report by Jeremy Gross
19. FEMA emergency warming/cooling center policy
The Warming Center policy was reviewed by the Town Board and if there any changes they would like to add before the June 4, 2024 meeting. They will adopt a finalized policy at the June 4,2024 Regular Town Board Meeting.
20. Update on Town Hall Addition and Remodeling project
Nearing finishing of the addition and remodeling project. The floors will be refinished starting the week of May 13,2024.
21. Correspondence
Clerk handed a copy of the proclamation from the Governor for May 5-11, 2024 for Annual Professional Municipal Clerks Wee.
