Regular Town Board Meeting Minutes

1. Call to order by Chairman Sotka

Chairman Sotka called the meeting to order at 6:00 p.m.

4. Approval of Agenda

Supervisor Burmek made a motion to approve the agenda. Seconded by Supervisor Hanson. Carried 3-0

5. Public Input

A resident expressed concern of the quality of Pioneer Road reconstruction. Another resident expressed concern about Rivers Bend and what had to be done during reconstruction. A resident has concerns about the corridor of the hall and the office having moisture in them and smelling musty. A resident asked for Oak Ln to be on the next agenda.

6. Approve and correct meeting minutes from Planning Commission Meeting July 14, 2025, Special Town Board Meeting July 14, 2025, Regular Town Board Meeting July 14, 2025, and Special Town Board Meeting July 16, 2025.

Chairman Sotka made motion to approve the meeting minutes as listed above. Seconded by Supervisor Hanson. Carried 3-0

7. Clerk-Treasurer’s Financial Report

Clerk Wilson presented the financial report with vouchers #26490-26533 for a total of $210,279.74 and voids #26511 for a total of $0. EFT transfers at F&M Bank for $1,544.01. Transfers from LGIP to F&M for $190,000. DOT MUNI TRN AD for $42,431.68, 2% Fire Dues for $9,387.18, SHARED REVENUE for $11,733.49, and REV COMPUTER AD for $26.08. Supervisor Hanson made motion to approve the financial report. Seconded by Supervisor Burmek. Carried 3-0

8. Correspondence – a message from John Guarisco, Chair – Marinette County Board of Supervisors, regarding wake boats was included in the board’s packet.

9. Reports

a. Planning Commission Report – Variance request from Kent Carlson

Supervisor Burmek stated the commission reviewed a variance request from Kent Carlson to bring a mobile home into Noquebay Resort. Mobile home is in good condition and the committee recommends the board approve the variance on the contingency that a list of issues are fixed, including; address missing cover on outside light, needs longer relief valve on water heater, address bad receptacle wired reversed, kitchen needs a GFCI, need a CO detector, and needs working fire alarms.

b. Ordinance Committee Report

No update at this time

c. Public Works Report

A list of July’s work details from Jeremy Gross was included in the board’s packet. Mowed grass around town buildings and ditches multiple times, graded gravel roads, patched roads, fixed and replaced signs, installed fire numbers, etc.

d. 2025 Road Report – Maplecrest Rd, Spur Ln, Ferndale Bridge, etc.

Phases 1 and 2 were completed on Pioneer Road. Cracks filled on Loomis Rd, Riverview Rd, Noquebay Rd, Island View Ln, and Tipperary Ln. Cracks filled on Ferndale Bridge. Maplecrest Rd and Spur Ln will be pulverized after Labor Day. More road projects included in the board’s packet.

e. Fire Department Report

Dan Welty gave the Fire Department Report. 3 calls, one car accident, one equipment fire, and one automated cell phone call that was not needed. Good turn out for fundraiser, raised just over $8,000. SCBA flow tested, one unit failed, looking at replacing that unit. New radio installed in 710, the old radio was not repairable. Attended Diamond Lake Campground’s Safety Night. Breakfast fundraiser is set for October 19, 2025.

10. Unfinished business

a. W6817 Arrowhead Ln property – noncompliance of ordinance

Property renter presented the town board with registrations for vehicles in his yard. Resident has tarped one vehicle that is not his. Chairman Sotka will setup a date with the property renter so he can view the property.

b. Delmore Consulting 2025 PASER Service Agreement

Chairman Sotka spoke with Jeremy Gross and he is currently doing this already.

c. Propane Contract – award bids

There were two bids received. Lakes Gas bid a lock in price for 4,000 gallons for $1.499/per gallon. Country Visions bid a lock in price for $1.499/per gallon. Country Visions bid expired on August 1, 2025.

Supervisor Hanson made a motion to lay the item on the table until the September meeting, and requested new unexpired bids from each company with more details. Seconded by Supervisor Burmek. Carried 3-0.

11. New business

a. Picnic License – Marinette County Canine Partners

Supervisor Hanson made a motion to approve the Marinette County Canine Partners picnic license. Seconded by Supervisor Burmek. Carried 3-0

b. Operator Licenses – Tammi Schlies, Cynthia Parrish, Emalee Johnsen

Chairman Sotka made a motion to approve operator licenses for Tammi Schlies, Cynthia Parrish, and Emalee Johnsen. Supervisor Hanson seconded. Carried 3-0.

c. Review & Approve Variance – request for mobile home to enter Noquebay Resort

Supervisor Hanson made motion to grant the variance request for the mobile home to enter Noquebay Resort after completion of items fixed that were recommended by the committee. Seconded by Supervisor Burmek. Carried 3-0

d. Safety Services renewal

No action taken

e. Closed Session: Pursuant to Wis. Stats. 19.85(1)(c) Considering compensation, or performance evaluation data for Public Works employees and Clerk-Treasurer. The Board may reconvene to open session to take any action.

f. Reconvene into Open Session and take any necessary public action as per Wis. Stats. 19.85(2)

The board reconvened into open session at 7:55 p.m. No action taken. Item will be revisited in September.

Supervisor Burmek made a motion to adjourn the meeting at 7:56pm. Seconded by Supervisor Hanson. Carried 3-0
